Even after an appropriate emergency response is achieved, an emergency broadcast system must be sufficient in its breadth so it can withstand attacks against it in the event enemies of the people succeed in destroying any aspect of it. When simple emergency services carrying a simple emergency message designed to protect the people are attacked regularly and consistently, this is an indication that a very real threat exists despite life looking seemingly ordinary as if nothing is wrong with the world.

If sports do not stop, if markets do not close, if water and power and education continues, the emergency response is still permissible but must not be alarming and only be a general advisory.

News and information under the control of an unhealthy human condition are capable of harming citizens, physically, spiritually and psychologically and so a citizens response is appropriate especially if government is not coming to [the] rescue and the religious community is supporting the status quo.
And so in the event the religious community looses touch with Holy Spirit and fails to support an emergency service designed to protect them, the emergency service must still continue and itself look to God’s Holy Spirit and be substantiated and supported by God’s Holy Spirit. If not it will fail. God’s Holy Spirit is the God in whom we trust because when real acts of terror are orchestrated with the news, real problems can occur.
